1. 1Talk to Tina: Find Tina in her tailor shop next to Rhett and Turnali's smithy. She will give you a Noble's Hat.
2. 2Deliver the Hat: Head to Oakenshield Manor on the west side of the City of Hernand. Hand the Noble's Hat to the Noble.
